Two D.C. men were sentenced to 15 years in prison on Thursday for trafficking PCP, fentanyl, cocaine, and cocaine base into the District, according to the United States Attorney’s Office (USAO).
In May, Charles Cunningham, 59, pled guilty to counts of unlawful possession of a firearm by a felon, with a sentencing enhancement under the Armed Career Criminal Act. Following his sentence, he is required to serve three years of supervised release.
Tyrone Ragland, 57, pled guilty in May to conspiracy to distribute one kilogram of PCP and was sentenced to five years of supervised release.
According to court filings, Cunningham and Ragland, along with a co-defendant named Melvin Grayson, supplied PCP, fentanyl, cocaine, and heroin across the District. Investigators conducted controlled purchases and wiretaps, linking the three to the crime and resulting in a search warrant for their residences.
According to the USAO, a search warrant was executed on Cunningham’s Northeast home in January 2023, resulting in the seizure of over 1,500 grams of PCP, over 50 grams of cocaine, over 50 grams of cocaine base, and over 270 grams of fentanyl, as well as a loaded Glock 31 handgun and a pouch of “various drugs” packaged for sale.
The same day, FBI agents searched two Ragland-related homes in Southwest, seizing dozens of glass vials for PCP distribution, multiple cell phones, a digital scale, a firearm stashed between the mattress and the bed’s headboard, approximately 626 grams of PCP, 41 grams of cocaine, and $16,230 in cash.
The search warrants resulted in the recovery of six weapons, more than 2.5 kilograms of PCP, over 100 grams of fentanyl, and approximately $50,000 in cash, according to the USAO.
