According to KHOU, Liren “Ryan” Lai visited Houston on a tourist visa in April. Another suspect (Yuance Chen), a legal resident of the United States living in Happy Valley, Oregon, was arrested on the same day and charged with the same offense.

According to the criminal complaint, the suspects are accused of supervising and carrying out various clandestine intelligence operations in the United States on behalf of the People’s Republic of China’s primary foreign intelligence service, the Ministry of State Security.
Additionally, supplying national security information regarding US Naval bases and service individuals. Finally, recruit people from within the US military as possible MSS assets.

The FBI’s Houston, Portland, San Francisco, and San Diego offices collaborated on this investigation and operation, as did the Counterintelligence Division.
According to the feds, the MSS spent years recruiting and gathering intelligence on political, economic, and security policies that could harm the People’s Republic of China.
If convicted of the crimes, the two arrested men may face up to ten years in jail and a fine of up to $250,000.
